libstdc++: std::atomic should use std::addressof
libstdc++-v3/ChangeLog:
* include/bits/atomic_wait.h (__detail::__atomic_compare): Use
std::addressof instead of &.
* include/std/atomic (atomic::wait, atomic::notify_one)
(atomic::notify_all): Likewise.
