    libstdc++: Reorder dg-options before dg-do
    
    The options need to be set first, so that -std=gnu++20 is used when
    checking the c++20 effective target.
    
    libstdc++-v3/ChangeLog:
    
            * testsuite/std/format/arguments/lwg3810.cc: Move dg-options
            before dg-do.
