Tldr, the tarballs are now published at the normal location
https://ftp.gnu.org/gnu/glibc/

Andreas got in touch with FSF tech team, specifically me.  Andreas
hadn't quite finished registering his gpg key, but we got that sorted
out. Then he went to bed as I took a little while to figure out that I
accidentally registered his key to the nonexistent "libc" instead of
"glibc". Note: https://ftp.gnu.org/gnu/libc is a symlink to
https://ftp.gnu.org/gnu/glibc.
