state of the 2.41 release

FYI, 

I've uploaded the tarballs about 24h ago, however due to unclear problems
with FSF infra / permissions they have not made it onto the public servers yet.

Obviously it makes no sense to announce the release when you can't download
it. The tag with the announcement however already exists in git, see
https://sourceware.org/git/?p=glibc.git;a=tag;h=abfcddcc4963ecada1625b199a32a18a8c051f51

I'll give FSF admins another 24h before organizing a temporary download location
(and going to the airport for FOSDEM).
