Ping^3: [PATCH gcc/* 0/2] Typed qualifiers

If I may, I think it makes sense for a global reviewer to take over.
Outside of the "core" bits, most changes are mechanical.

As this patch mostly pertains to frontends, I imagine Jason or Joseph
would be the best candidates.
