[RFC] generate man pages for classpath tools

I think this is a great idea.  Also I think we should install
tools.info -- but I think that is a bad name (too generic) so we ought
to change it.

I have a few other nits about this .texinfo file, but no big deal,
I'll file a bug or put them on my to-do list.

Whether the man page stuff goes into Classpath cvs ought to be
discussed on the Classpath list.

Your patch needs a ChangeLog entry.
Also your patch in contrib/ will need approval by someone else, so it
should be sent to gcc-patches.
