I think HACKING *should* contain the best known way to do it.  All I 
have to offer is:

* Thanks for tackling it.
* Coordinate with Tom Tromey and Mark Wielaard so that there is no 
duplication of effort.
* Be especially careful of libgcj local changes to files in classpath.  
I know that I have changed some of the Makefiles.
* Update HACKING with any new knowledge obtained in the process.
