Try installing makeinfo.  On Fedora it is in the texinfo package; I
have no idea about ubuntu.  Also read:

Offhand it seems like makeinfo shouldn't be run, but these little
timestamp problems do crop up, particularly if you don't use
contrib/gcc_update.
