Cygwin / MSYS Command-Line-Length Issues? (was Re: GC Problems...)

Come to think of it, I have a vague recollection from the days I used to
try to build on Win32 that configury incorrectly calculated the command
line length based on information it was getting from Cygwin / MSYS bash,
so this may not be a gcj problem.
