Doesn't it depend on whether coherent bits of it are in separate libraries 
and how the whole thing is linked together?

Eg: SWT has an abstraction layer that's LGPL'd so that the core SWT library
can remain as CPL (otherwise the GPL licencing of GTK2 causes problems
or something).
