It is a separately developed package.
Try the GNU-Crypto project <http://www.gnu.org/software/gnu-crypto/>.
It comes with lots of algorithms and can also be used as javax.crypto
and JCE provider.

You might also be interested in Jessie project, which provides JSSE
classes <http://metastatic.org/source/jessie/>
