Bug: "make install" doesn't seem to install libgcj-config.h

I've seen this when I do a `make install' in the build/gcc directory.
This seems to delete the part of the install tree where we put
libgcj-config.h.

If you do a complete `make install' from the top level, or if you
reinstall libgcj, you shouldn't have this problem.
