PATCH: Improve Java build times

Well, I tried.  The Java files compile cleanly, but Kawa fails
as soon as I use it to compile the Scheme files.  I doubt this
has anything with your patch, but I cannot say for sure.

Since the testsuite has some failures, and others seem to be
looking into them, I think it makes most sense for me to try
again after these have been fixed.
