Release stuff

I'm trying to track our state so we can try to have meaningful input
into the 3.1 release process.

Here are the PRs I think we must fix:

5876 jc1 crashes when targeting mingw32
     I believe this is the problem we think was introduced by my
     builtin function patch.  Is that right?
5879 throwing exceptions causes SEGV in GCJ-compiled code
     Regression introduced in December
5898 build failure in libgcj due to a internal error
     Recent build regression
5912 gcj -R doesn't work for mingw32 cross compiler
     I think we have a patch for this.
     We want mingw32 in this release
5923 gcj -C generates incorrect bytecode
     This is probably a regression, though I'm not certain
5924 gij fails with current link line
     Definitely a regression

This list has grown a lot in the last week :-(


Here are the platforms I think we currently support.

x86 Linux
alpha Linux
IA-64 Linux
PPC Linux
Sparc Solaris
    I don't know what releases
MIPS Irix
    I don't know what releases; building here might be a little difficult
x86 Mingw32
    Only works as a target, not a host.
    Is still incomplete (at least Process does not work yet)


If you think there is a missing PR, please tell me.  If there is a
critical bug that isn't in a PR, point me to the bug report and I will
file a PR.

If you think there is a missing platform that either worked in the
last release or that has been added since then, tell me.

Once we've got a final list I'll make sure Mark knows about it.  Some
of the PRs above aren't really "ours".  They were caused by non-Java
changes.  I plan to work on the Java-related PRs (though of course
work might intervene unpredictably).
