New trunk failures.

My nightly test run on the trunk is picking new failures compiling
test cases from source. I was able to reproduce the problem with a
recently updated source tree.

  libjava/testsuite/libjava.compile/G19990217_01.java
  libjava/testsuite/libjava.compile/G19990210_01.java
  libjava/testsuite/libjava.lang/Shazam.java
  libjava/testsuite/libjava.lang/pr83.java

It's dying in gcc/flow.c:reachable_handlers (trying to access
`type' in `region' which is NULL.)

The new failures appeared on 2001/07/18, in a build that completed
around 5am PST.
