AFAIK there is no such requirement for code to become part of the GNU
project.

For example, GNU-Paperclips is not (c) Tapsell-Ferrier Limited. Most
of Classpath is (c) the individual authors (I think).

The FSF do have a problem with non-(L)GPLed code but I think that's a
good thing personally.
