I did not mean to say that this goal/property should be abandoned,
just how it should be achieved.
I believe there can be conflicting goals between the languages, and the
challenge is to figure out what combination of configure, compile, link,
and compiler driver options should be used to both maintain that goal
and allow each language to implement the semantics that its definition
prescribes. Moreover, the challenge is to allow each language to implement
its semantics in a way that does not require it to hack around a lowest
common denominator. In other words, I think the challenge is to define
what that lowest common denominator should look like.
