I asked Ian about this.  He said that the linker just does what the
linker script tells it, so this is probably an issue for the alpha
Linux hackers more than binutils.

Another choice is to examine the "program headers" (on ELF systems),
but I don't fully know what that means or how we'd go about
implementing it.
