Yeah.

I think we can change gcj and libgcj so that static constructors are
never needed.  This adds a maintenance burden to libgcj, but I think
that will be quite small.

The libgcj side of this work is fairly easy.  The gcj side is a bit
more complex (but still not hard, I think).

I don't know when I'll be able to do it.
