You are right about egcs-java.  It only contains the java front end.
Don't try using it with an older egcs source tree.

If you already have egcs-java-19990405.tar.gz, you should also get
egcs-g++-19990405.tar.gz, and egcs-core-19990405.tar.gz.

Alternatively, you can download the entire thing: egcs-19990405.tar.gz.

I highly recommend using anonymous cvs instead of the snapshots.  It's
much easier to get the latest fixes and enhancements via cvs.
