[Bug java/37676] New: Ability to bootstrap a fully working gcj without needing to download a separate binary ecj

As it stands one cannot build a working gcj unless one first gets ecj.jar which
is prebuilt with some other javac. It would be great if there was a way to
build a fully working gcj with ecj without needing this extra step.
