[Bug libgcj/21949] java.rmi.server.RMIClassLoader.getClassLoader() is private, should be public

I've checked this in to HEAD and Classpath cvs. Strictly speaking, it shouldn't
go into GCC 4.0 as its an ABI change and our no-C++-abi-incompatible-changes
policy is still in place. Do you need it for 4.0?
