[Bug libgcj/20997] New: gij -verbose fails with a VM error

When running gij with the -verbose option, it immediately fails with the
following error:

$ gij -verbose C1
libgcj: couldn't create virtual machine

Same for '-verbose:class', '--verbose', or any other verbose option.
Reproduced on 4.0.0 and HEAD.
