[Bug libgcj/19613] New: java.util.prefs should work like the JDK

The current java.util.prefs.Preferences.userRoot defaults
to a memory-based back end.  Instead we should have a 
file-based back end that default to reading from
$HOME/.java/.userPrefs and is compatible with the JDK.
