[Bug libgcj/15336] SimpleTimeZone.getOffset assumes same mode as rules

Rereading the docs for SimpleTimeZone.getOffset makes it seem unclear just what
this call should support in terms of the modes for rules.  Apparently, Sun java
requires that the day of week be correct for the day of month, which isn't
consistent with the rule modes.  Also, our documentation for the function
describes it this way as well.
