The java.security init code in Security.java
calls loadProviders with the value of the
java.vm.name property.  We changed this property
to "GNU libgcj" -- but that yields a funny name for
the .security file.  We install the file as
"libgcj.security".

Whatever fix is made here must be suitable for classpath
as well...
