Patch [ecj]: Fix cross-configury issues / compile ecj.jar for non-shared builds

FWIW, I rebuilt everything from scratch and things check out
okay for all three build configurations. Pretty cool to see
this stuff in action. Thanks for all your help and the nice
work. I'll be releasing a MinGW build today.
