FYI: SecurityManager Javadoc merge

Hi again,

This commit updates the Javadoc in java.lang.SecurityManager to match
that in Classpath.  I'm working on SecurityManager right now, so it'll
allow me to see what I'm changing, and it'll make further patches I
submit that much more readable.
