In libjava, THREADSPEC is an AC_SUBST that gets written into
libgcj.spec.  The compiler reads this, and then the appropriate thread
libraries are automatically linked in at link time.  It wouldn't do
anything in the GC -- this variable isn't mentioned elsewhere in the
GC's configure.
