4.0 patch: Backport of PR 19870 fixes

This patch backports the fix for PR19870 to the 4.0 branch, along with 
one or two other changes that the 19870 fix depends on. Mostly this is 
work is thanks to Ranjit Mathew's fantastic efforts! The patch should 
improve GCJ 4.0's support for OpenOffice.

There are no testsuite regressions. I'm checking this in.
