I am attaching a patch that implements what I was talking
about. It fixes your testcase for PR21844 and doesn't
affect the testcase for PR19870.

The patch was bootstrapped and tested for regressions (including
Jacks) on i686-pc-linux-gnu.

OK for mainline?
