[java/c++/rfc] avoid plt references to cni methods

I've checked in the patch to mainline with the "GA" change.  With
this plus an additional patch to libgcj to deal with function 
descriptors, I now get perfect libjava results on alpha, ia64,
and ppc32.  ppc64 is in much better shape; there are now 2 failures.

I have an additional patch for the demangler, which i will post
shortly.
