My question remains though.  Where should we put this hack?
We'll need the same one for ia64, ppc64, hppa, and aix.

Surely we shouldn't start introducing hacks like

#if defined(__ia64__) || defined(__hppa__) || \
    defined(_AIX) || defined(__powerpc64__)

The ppc64-but-not-ppc32 thing needs special attention when multilibbing.
