Patch: RFA for 4.0: use system class loader

Mark Mitchell approved this for 4.0, *if* it is ok for mainline.
I'm not too faviliar with how properties etc interact, so I'm
not comfortable approving this myself.  However, it would be
nice to get this into RC2, it it's not too late.
