The JAPI tool uses the class file.  I think one bug is in gcj, since
it doesn't add `static' to the entry in the InnerClasses attribute:

Attribute "InnerClasses", length:10
  inner: 2=java.util.Map$Entry (19="Entry"), access flags: 0x201 public interface, outer class: 18=java.util.Map


gcj has some other bugs in its treatment of InnerClasses.
