New collator for GCJ

Yeah, there appear to be several java.text classes which haven't been
pulled in from Classpath recently.  I'll try to get to this soon.
BTW, great work on this... our java.text hasn't gotten much
attention since it was first written, and meanwhile the specs have
been updated and things added.  I'm happy you're hacking on this :-)
