Aha! So that is the master copy.
The wwwdocs module contains htdocs/java/papers/cni.sgml

Yes, it makes sense to keep that (and the generated output) online so
old links aren't broken as long as new links go to the gcj.texi output
at http://gcc.gnu.org/onlinedocs/gcj/About-CNI.html

I have remove the file from the libjava/doc tree.
