New gcj option --no-store-check

In general our (gcj) rule for web pages has been: if you think you
know html, and you have write access, then we trust you.  I.E., as far
as I'm concerned approvals aren't necessary.

For the next release I'd like us to keep a list of major improvements.
Then we can start putting a NEWS file in the release.  I've really
lost track of all the changes that are in 3.1.
