Nope, just use M-x add-change-log-entry.
Unfortunately, it doesn't know how to pick up the function names in
Java mode (as of Emacs 20.5), but it will do this for C++.
I bind add-change-log-entry and add-change-log-entry-other-window to
keys (C-c a and C-x 4 a), since I use them so much.
