Patch: Remove old tests

I'm checking this in.  No patch appended as it just removes files.

After the encoding work I did on gcj, it no longer will accept
incorrectly encoded files.  Since we can't reliably test euc/sjis
encodings (not all host platforms can handle this), I elected to
simply delete these tests.
