new branch creation?

Hi,

I submitted a patch contributing with a new pass in gcc:

I would like to open this work so that other people might contribute. As far 
as I know, the current branch is frozen for a few months to new developments. 
So I guess the solution is to open a new branch, right?

Could you help me to do this, or indicate an alternative solution, please? I 
already signed a copyright assignment around last April.
