forge bot downtime

The migration is now complete. Emails from the forge bot will now arrive 
from the forge-bot@forge-stage.sourceware.org email address.

Pull requests on the gcc/gcc-TEST repository will be sent as patches to 
the gcc-patches mailing list rather than the test list.

The bot is not perfect, known issues are recorded on the forge itself 
[1]. I doubt I'll be able to do anything about them before stage 1 
closes. However, I'll do my best to timely review people's patches (hint!).
