Patches from the sourceware forge

Hi everyone!

In order to unblock people from using the forge, I plan on changing the 
batrachomyomachia bot configuration to send patches to 
gcc-patches@gcc.gnu.org by default rather than test-list@sourceware.org.[1]

The automation is currently not perfect (understatement!) but there is a 
solid set of enhancements recorded in the issues[2] that I hope people 
will help me tackle sooner rather than later. Some of these issues are 
labeled "Good First Issue". I'll do my best to help anyone who wants to 
deal with them (nudge nudge!) and will do my part to fix more as time 
permits.

If you plan on using the forge and the automation, log into your forge 
account, open your profile page [3], fill the "Full Name" field (or 
people won't know who sent the email), check you are visible and that 
the "Hide email address" check box is unchecked.

When you are reviewing patches from the forge, or just replying, know 
that, for now, the Reply-To header is currently not being set. If you 
don't change the To: in your reply, you'll get a bounce because the user 
doesn't exist.

The emails will still arrive from the forge-bot@forge-test.rdfm.org 
email address for the time being. I hope to have something better, 
coming from a sourceware.org domain in weeks rather than months, modulo 
unforeseen hardware/network/staffing issues.
