Criteria for adding AIX as a secondary platform.

Note we only make changes going forward which means for GCC 16, the set of primary/secondary targets is fixed for GCC 15.

First and foremost it requires an active maintainer.  In the past we’d liked to see regular build and regression tests on GCC-testresults, these days a build bot instance might be more welcome.  There used to be access to an AIX system on the compile farm, but I do not know about the status of that.

In the past AIX maintainance meant timely reporting and analyzing breakage, AIX can be a special beast at times.
