I can ping gcc.gnu.org but if I tracert/traceroute to it I get:

24  server1.sourceware.org (209.132.180.131)  82.745 ms !X  82.740 ms !X 
  82.292 ms !X

The !X means "communication administratively prohibited" apparently.
