libsanitizer in GCC 10 is dropping symbols without bumping the soversions

Yes, we can add it for GCC 11. The sanitizer is about:
$ cat indirect.C
int foo(int a)
{
return a;
}

$ clang++ indirect.C -fsanitize=function && ./a.out
