[PATCH] Deprecate -frepo on gcc-9 branch (PR c++/91125).

Hi.

This is a patch for GCC9 branch that warns when a user
tries to use the option.

Patch can bootstrap on x86_64-linux-gnu and survives regression tests.

Ready to be installed?
