gcc license violation?

Hello team!

I just started to work on APS3x MCU, designed by Cortus team. They said 
on official site, toolchain is based on GCC: 
http://www.cortus.com/?page_id=555

But I can't find nir Cortus architecture on gcc official support page, 
nor sources on Cortus site.

Manufacturer is producing billions MCU worldwide and toolchain is 
closed-sources, but based on gcc. How is this possible?
