Why out-of-ssa does var coalescing based on name?

Thank you for working on it. I test your latest out-of-ssa patch using
our applications and we get 1%~3% improvement on three applications,
although 1% degradation on one application (I will look into it).
Generally, it is good for the performance of our applications!
