Does config.h include tm.h for now?

Hi,

I notice that the internals document says "The header file config.h
includes tm.h and most compiler source files include config.h." in
"Target Description Macros and Functions" section.

This may need modification since config.h doesn't include tm.h for
now, if I'm not wrong.
